Update on SAF-T UA for Transactional Level Reporting

As of July 17, 2025, the Ukrainian Ministry of Finance has officially suspended its plans for mandatory Standard Audit File for Tax (SAF-T) reporting.

Initially, the SAF-T regime was adopted as optional on January 1, 2023, with the intention to transition to mandatory annual reporting for large taxpayers starting January 1, 2025, and for all taxpayers by January 2027. However, it appears that the implementing legislation has been withdrawn until further notice.

In an important development, at the beginning of November 2024, the State Tax Service released the latest version, UA 2.0. This updated version features an XML structure that is simplified, requiring fewer mandatory fields and providing clearer guidelines for data types in alignment with the national accounting standards.
