Romanian e-invoicing and non-residents

The Romanian authorities have clarified the mandatory e-invoicing obligations for non-resident taxpayers.

According to Government Emergency Ordinance No. 89/2025, Romanian taxpayers are required to submit an e-invoice for prior clearance and approval whenever their customer, who is not a resident in Romania, possesses a local VAT number.
